Word problem Please Help...............(Algebra 2)?

Early in our history, telephone numbers were composed of an exchange (name) and a 5-digit code. The exchange was abbreviated to its first two letters, one a vowel, and one a consonant. The first digit was never a zero, and the letters Q and Z were not used. How many phone numbers could be used? How would i set up this problem and solve it?
