Keloid on belly on piercing?

I got my belly on pierced about two months ago. In the past couple weeks, I think I developed a keloid. It's like a little bubble of skin on the inside of my belly on, next to the piercing hole. It's been (pardon the grossness) juicing and bleeding like everyday. I wash the piercing every night with Dove soap and use H2Ocean spray. My piercer told me to use Vitamin E oil and a hot compress and it will go away. True?
