How can you tell if an elder aspirated or is congested? Also what do inspiratory/expiratory wheezes mean?

Nurse said mom aspirated. I thought she was congested. How can I be sure? Also, dad has "expiratory" wheezing. What is the difference from inspiratory wheezing? What are they indicative of? Any help appreciated!
